41-year-old Charles McKinney has been charged with murder
CBS said that police believe Ms Talton, the sister of Pennsylvania state Rep Ed Gainey, was shot by a man who had approached her at the bar, but had been rebuffed.
They said the man, 41-year-old Charles McKinney, then followed her outside where he shot her. Mr McKinney has not been charged with murder.
Police called to the scene were involved in a vehicle chase with Mr McKinney that passed through several neighbourhoods. Shots were fired and the suspect was taken to hospital.
The killing of Ms Talton sparked outcry on social media, and stunned those who knew her.

In one widely shared post, Damon Young, who knew Ms Talton’s brother, wrote: “Janese Talton-Jackson is dead because a man was interested in her. And then killed her when that interest wasn’t reciprocated.
“But she could have been any woman he happened to be interested in that night. The only thing separating her from the women who made it home alive Friday is chance.”
